Below is the notice of the decommissioning of USS Twining (Kuei Yang) and USS Mullaney(Ching Yang), Spelled slightly differently in chinese english then our version but this is indeed both of them. I have a note into my contact in Taiwan for info as to their intended fate.

THREE VESSELS DECOMMISSIONED Keelung, July 16 (CNA) The No. 548 Ta Tung auxiliary vessel was decommissioned after having served 33 years and a half in the Republic of China of Navy. The flag-lowering ceremony was presided over by Rear-Admiral Chiang Hai-an in this northern Taiwan port, which was also attended by 22 former captains of the ship, including former Commander-in-chief of Navy Ku Chung-lien. The No. 548 Ta Tung, the ROC Navy's first auxiliary craft for deep-seas fishing relief operations, had sailed around 250,000 nautical miles around the world. Crew members of the vessel were elected model elite troops in 1971, 1986 and 1998.
In addition, two another navel Fletcher-class destroyers -- the "Kuei Yang" (Twining) and "Ching Yang" -- were also decommissioned after 26 years of services in the Navy in southern Taiwan port of Kaohsiung. The Navy successfully launched its first missile from aboard the "Ching Yang" on April 2 1975, and the locally developed Hsiung-Feng sea-to-sea missile was also blasted off for the first time from aboard the vessel in 1986.
The Navy's phasing-out of the three crafts is part of the ROC military's "elite troop policy," which aims at building a new generation of military forces. (By Flor Wang)
